| Q. What is LIHEAP? |

LIHEAP is Pennsylvania’s Low Income Home Energy Assistance Program. The Pennsylvania Department of Public Welfare administers the program, but you do not have to be on welfare to receive assistance. It is an income eligible program that begins in November each year to assist households with utility bills (electric or natural gas), or fuel bills (oil, coal, kerosene, wood, propane or bottled gas). If eligible, funds will be sent directly to the utility/fuel dealer. Funds may also be available even if heat is included with your rent.
Additional money is available through a crisis grant, if there is an emergency situation resulting in loss of heat. Emergency situations include:
- Broken heating equipment or leaking lines which must be fixed or replaced
- Being without fuel
- Utility service termination
- Being in danger of running out of fuel, or having utility service terminated

The Pennsylvania Customer Assistance Program (PCAP) helps residential customers maintain electric service and eliminate past-due bills. PCAP offers eligible customers a monthly credit on their electric bill based on household income and energy burden. The monthly amount a customer needs to pay will vary depending on actual usage.

$1 Energy Fund is a nonprofit corporation that was founded in 1983, to provide assistance to individuals and families who are in need of temporary help in paying their energy bills. To receive help, a person or family must show why they cannot pay their current bill, and also have a good record of making payments. |

WARM is a free energy conservation program:
If an individual has electric heat, an electric water heater, or high electric use, he may be eligible to receive the following:
- attic/wall insulation
- caulking and weather stripping
- water heater insulation jacket
- waterbed replacement mattress
- hot water pipe insulation
- energy saving light bulbs
- energy-efficient refrigerator
This is an income eligible program. |
